
Elizabeth A. Holden
Associate
Elizabeth Holden joined Jones Fortuna as an associate attorney in February 2023. Her practice focuses on environmental litigation in both state and federal courts and on regulatory advice.
Elizabeth defends Clean Water Act citizen suits for private parties and has litigated NPDES permit challenges for municipalities, including successfully appealing an administrative ruling at the Georgia Court of Appeals. Elizabeth additionally has provided regulatory advice regarding water and other environmental media permitting issues; Endangered Species Act requirements; water reallocation efforts; and water rights disputes more broadly.
Prior to joining Jones Fortuna, Elizabeth completed a federal clerkship with the Honorable Emily C. Marks of the U.S. District Court for the Middle District of Alabama. While at Vanderbilt Law School, Elizabeth served as the Editor in Chief of the Environmental Law and Policy Annual Review and received the John A. Cortner Championship Award for her victory in Moot Court.
